Regional Process Safety Senior Engineer (No.LIDW090114)

POSITION SUMMARY

To assess, measure, improve and maintain the performance of Process Safety within Great China through the application of applicable standards, systems, programs and technologies.

PURPOSE AND SCOPE

  1. Facilitate an environment for continuous improvement of process safety, in ASU, HyCO and CO2 operations, leading to substantial and quantifiable improvement in the operational effectiveness of plant in Great China.
  2. Facilitate collaboration amongst sites in Great China to ensure that best practices are implemented consistently.
  3. Use or select appropriate tools, techniques, practices and methods that will be implemented to achieve the objectives of Process Safety.

MAJOR RESPONSIBILITIES

Include the following. Other duties may be assigned.

  1. Supporting the roll out and maintenance of Process Safety training material within the region, assess personnel training needs and fill training gaps for existing as well as new operations.
  2. Collaborate with Region based Operations and Engineering staff and Operations Centre Manager to continuously reduce the process safety risk towards meeting the goal of zero incidents
  3. Assisting local peer team members to resolve safety related issues when required.
  4. Implement objectives and methodology for process reviews for regulatory authorities and new projects such as Hazop incorporating quantified risk assessment. Ensure and risk assessment tool application in Ops and Project by supporting and training, for example, HAZOP.
  5. Monitor and facilitate RBU EMOC procedure implementation, Responsible for Major EMOC approval, ensure EMOC approval quality.
  6. Support CAR closeout in RBU.
  7. Implement formal or informal Process Safety Auditing based on Auditing Plan.
  8. Managing the Region response to, and reporting on, Process Safety related LFL, Alerts, O&ED¡¯s to ensure that improvements are made to further reduce the risk of a process safety incident.
  9. Support and approve O&ED closeout.?
  10. Lead or Support CSI s identified and calibration procedure developing in Maximo
  11. Participate in MIR investigations as required and ensure that Operations reacts to the conclusions and recommendations from the report.

TYPICAL MEANS OF DILIVERY

  1. Liaising effectively within, Process Systems, Operating Units and Vendors design engineering staff and management in the matter of process safety.
  2. Providing operational support by acting as a technical authority/representative for Process Safety Platform in Great China. Ensuring feedback to and from this body and RGC.
  3. Implement the focused audit process working in conjunction with RGC SHEQ, and participate in integrated audits as required.
  4. Assist Process Safety Manager to prioritize target sites based on highest risk potential
  5. Assist to organize RGC CAR management
  6. Assess levels of competency and? training as part of the audit process
  7. Participate in the generation of new or modified process safety standards, procedures and specifications. Monitor sites for compliance with same.
  8. Developing and maintaining knowledge of new technology and best current practice.
  9. Participate in major accident investigation as required, and ensure Operations reacts quickly to information received as part of an MIR.
  10. Manage and Approve major EMOC by? Compliance with EMOC procedure
  11. Comply CSI procedure to monitor CSI calibration.

  1. 10+ years experience of ASU operation or related process plant activity
